In the first map - DWRF - Landscape Map - you can "turn on" two layers that will show you the overlay by checking the boxes next to "Tx - Salter EA - Proposed NEPA" and "Forests - Large Fires - 2000-2019." You can zoom in and out and turn on and off other layers as well (such as trails, wildlife layers, etc.).
